Remove the User/Group settings from the [Unix] section of your ctrl/sbbs.ini file and use "capabilities" to allow sbbs to run as a non-root user and still bind low ports.

Let me ask though why or what changed from 3.19 to 3.20 for it to show only
in 3.20.

Not sure, but there were some big changes to the DOSemu integration (e.g.
