Mal, I hope the first link works,
After submitting my post that link showed a different page than the one I read today.
You might have to visit their Home Page: spectrumieee org to get to the article there
It may be as simple as changing the prefix to https instead of http?
I just guessed to put http ahead of the address.

The second link in my original post worked just fine when I tried it just now.

There is always Something or Someone to keep me humble, this time it's computer things.
